Leadership in the Process of Public Policy Development Introduction Leadership in public service involves capability in a number of areas in order to be successful. Cropf (2008) states effective leaders increase the proficiency and productivity of their organizations by: developing a clear vision for the organization, working across multiple constituencies, recognizing social and ethical values, creating active networks, enhancing organizational performance, and maintaining democratic values. Discussion Successful leadership in the development of public policy involves garnering consensus by building relationships and exercising influence through both positional authority and personal authority (Cropf, 2008). Kouzes and Posners (2007) leadership participation inventory asserts certain characteristics inspire followers. Leaders should be honest, forward-looking, competent, inspiring, intelligent, fair-minded, broad-minded, supportive, straightforward, dependable, cooperative, determined, imaginative, ambitious, courageous, caring, mature, loyal, self-controlled, and independent. This theory advises five actions for successful leadership: 1) model the way, 2) inspire a shared vision, 3) challenge the process, 4) enable others to act, and 5) encourage the heart.
